Executive Vice President, Community Solutions

Mr. Hamdun joined the GEO Care Leadership team in September 2020 as Executive Vice President, Community Solutions. In this role, Mr. Hamdun provides contract administration and oversees annual performance and program fidelity for the Intensive Supervision Appearance Program (ISAP). In addition, he is responsible for subcontracts with non-profit partners, stakeholder outreach, and customer relations with Immigration & Customs Enforcement (ICE) leadership. Mr. Hamdun spent 16 years with BI Incorporated and has been involved with ISAP since inception in 2004. He most recently served as the Vice President and National Program Director for the ISAP III, Alternatives to Detention Program. 

Mr. Hamdun has 10 years of public service experience that includes working as the Deputy Secretary of State for the California Secretary of State. He also held leadership positions with the San Francisco Municipal Transportation Agency and the San Francisco International Airport. Prior to his public service, he held a leadership position at a San Francisco-based public policy and strategy firm. Mr. Hamdun received his Bachelor of Science degree in Criminal Justice Administration with an emphasis in public law from California State University in San Diego, California where he graduated with distinction.

Executive Vice President, Partnership Development

David Meehan is Executive Vice President of Partnership Development for GEO Care and joined GEO in 2005. He has extensive experience in marketing and strategic planning and his prior experience includes being a Brand Manager at The Walt Disney Company overseeing a DVD product line with over $400M in annual revenue. David received his Bachelors degree from Princeton University with a degree in Economics.

Executive Vice President, Continuum of Care and Reentry Services

Dr. Schofield serves as the Executive Vice President for GEO Continuum of Care and GEO Reentry Services. The Continuum of Care division oversee the delivery of enhanced in-custody rehabilitation programs. The reentry divisions supports correctional agencies nationwide with flexible options such as residential housing and treatment, day reporting programs, and in-custody treatment and training. The Continuum of Care division coupled with Reentry Services provides meaningful programming to over 30,000 participants.

Prior to joining The GEO Group in 2016, Schofield had a distinguished career working in state correctional systems in Tennessee and Georgia for 26 years. He served most recently as Commissioner of the Tennessee Department of Correction (TDOC). Prior to being Commissioner, Schofield held numerous positions in the Georgia Department of Corrections to include; Warden, Assistant Commissioner and Chief of Staff at the Georgia Department of Corrections.

Dr. Schofield earned his doctoral degree in Organizational Leadership. He is an active member of the American Correctional Association (ACA) and serves on the ACA Standards Committee. Dr. Schofield also serves on the board of the Florida Association of Recovery Residences (FARR).

Executive Vice President, BI Incorporated

Isabel Yang serves as Executive Vice President of BI Incorporated, a GEO Group subsidiary that provides technology and services as alternatives to incarceration for community corrections agencies supervising individuals on parole or probation and pretrial defendants. 

Ms. Yang is responsible for optimizing operations to support accelerating growth through new product innovations and services for customers at local, state, and federal government agencies.

Ms. Yang joined BI in June 2022 and brings a wealth of experience with her, having spent more than 15 years with IBM in various leadership roles, including product design, manufacturing, partnerships, strategy, R&D, and intellectual property management. She has also worked with firms in the power management industry, as well as healthcare remote patient monitoring and the predictive analytics space. 

Ms. Yang holds three patents, received multiple manufacturing awards, and has published over 40 technical papers. She received the Denver Business Journal C-Suite Award for CTO in 2019 and the Bizwest Women of Distinction in Manufacturing 2020.

She has Bachelors of Science in Material Science and a Master’s and Ph.D. in Electrical Engineering from the Massachusetts Institute of Technology (MIT).  

Executive Vice President – Finance, BI Incorporated

Mr. Friend joined The GEO Group in 2011 as a Financial Analyst and held various positions within the corporate finance department. In early 2023, he was promoted to Executive Vice President of Finance for BI. His responsibilities are to oversee the financial management of BI.

Mr. Friend received his bachelor’s degree in finance from the University of Florida. Prior to joining The GEO Group, Mr. Friend previously worked as a Financial Analyst for a privately held organization.

Executive Vice President, Finance and Pricing, GEO Care

Mr. Sherman joined The GEO Group in 2006 as a Financial Analyst, and has held positions as a Manager and Director of Corporate Finance. He joined the GEO Care organization as Divisional Vice President of Finance in August 2017. Most recently, he was promoted to Executive Vice President, Finance and Pricing, GEO Care. His responsibilities are to oversee the business management functions and pricing for proposals for the GEO Care division.

Larry received his MBA at the University of Florida. Prior to coming to The GEO Group, Larry worked as a Senior Auditor, Investment Specialist, and Land Acquisitions and Market Research Analyst.

Divisional Vice President, GEO Continuum of Care and In-Prison Treatment

Mr. Burch began his Criminal Justice career in 1996 working as a Correctional Officer, and later as an Operations Manager, at subsequent residential work release facilities in Indianapolis, Indiana. He then joined the Indiana Department of Correction as a Director of Reentry Services and Case Management in 2006, responsible for developing and implementing evidence-based programs and case management services.

Mr. Burch joined The GEO Group in 2011 as the Superintendent of the Heritage Trail Correctional Facility, where he provided leadership and direction for the facility administration, security and programs. In October of 2014, Heritage Trail opened the First Time Offender Program at the direction of the Governor and Commissioner of Corrections. Promoted in 2016, Mr. Burch was named the Divisional Vice President for the GEO Continuum of Care, within the GEO Care Division, which encompasses staff training, in-custody enhanced rehabilitative programs, clinical research and post-release services. He earned his Master’s degree in Business Management from Indiana Wesleyan University.
